Thanks for your uses cases presentation, I have learned a lot.
I am testing multilingual Drupal 7 support.
At un.org we are working with 6 languages, very similar uses case you have presented

I would like to setup various multilingual group/roles ex Content_Creator_Arabic, Content_Creator_English...

Where each editor can create/edit/update/delete his own content, but only translate other contents.
I still didn't find a way to do it in Drupal 7.
You have a slide Complex Workflow, I was expecting to find there similar solution
Any idea can help

About implementing these complex workflows I think I just mentioned they were needed for these use cases but also that we didn't have any tool for that yet (sorry if I didn't).

There's this module (not sure it is fully upgraded for D7) that implements some basic per language access control, https://drupal.org/project/i18n_access

However what we are really needing here is some fully featured editorial solution to handle content workflow / moderation / translation. Kind of the moderation workflow implemented by the Workbench package but taking into account languages and translations. See http://drupal.org/project/workbench

So I'm afraid there are some pieces here yet to be implemented.
